145 PACS complete cooperative godowns in India by 2026
By June 2026, 145 Primary Agricultural Credit Societies (PACS) completed the construction of cooperative godowns with a storage capacity exceeding 68,702 metric tonnes, under India's cooperative reforms. This initiative is part of broader digital transformations in the cooperative sector.

India’s cooperative movement has undergone a significant transformation in recent years, particularly since the establishment of the Ministry of Cooperation on July 6, 2021. This ministry was created to strengthen cooperative institutions and promote the idea of “Sahkar Se Samriddhi” (Prosperity Through Cooperation). Over the past five years, a series of policy interventions, technological upgrades, and infrastructure initiatives have revitalized the cooperative network, which serves as a crucial backbone for rural economic activity. Recent accomplishments, including the completion of cooperative godowns by 145 PACS, illustrate the ministry's successful reform agenda aimed at enhancing the cooperative ecosystem.
Historically, cooperatives in India have played a vital role in supporting rural communities by providing essential services and financial support. However, many faced challenges such as limited technology adoption and governance inefficiencies. The establishment of the Ministry of Cooperation marked a pivotal shift in addressing these issues. Through the launch of over 152 initiatives, the ministry has worked to modernize cooperative institutions, improve transparency, and strengthen governance. Its focus on transforming cooperatives into technology-enabled and financially sustainable entities has set the stage for significant growth and modernization within the sector.
A major highlight of this transformation is the e-PACS initiative, which aims to digitize 50,000 Primary Agricultural Credit Societies across India. This initiative represents one of the largest digital transformation efforts within the cooperative sector, supported by substantial government funding for computerization. As of June 2026, 79,630 PACS had been sanctioned under this scheme, and 63,428 societies had begun utilizing ERP-based software systems. The introduction of digital systems has notably improved operational efficiency, record-keeping, and transparency in these institutions.
The reform strategy has extended beyond digitization, focusing on expanding the functions of PACS beyond traditional agricultural lending. Revised model bye-laws now allow PACS to engage in over 25 different business activities, transforming them into comprehensive rural service centers. By June 2026, many PACS were providing a variety of services, including agricultural inputs, storage facilities, and healthcare support. This diversification has led to the emergence of PACS as vital hubs for rural communities, offering essential services and promoting economic growth.
Looking ahead, the Ministry of Cooperation plans to continue its reform agenda, aiming to further enhance the cooperative ecosystem in India.
