The groundwater crisis in Varanasi follows years of unregulated extraction and poor management. In the past, permits were often issued without enforcing the law requiring rooftop rainwater harvesting. This lack of oversight led to a surge in illegal activity, with a survey identifying 1,435 unauthorized borewells on commercial properties. Nagpal’s strategy involved sealing these illegal installations while using public rooftops as harvesting sites. This combination of regulation and practical application has helped reverse the trend of groundwater depletion.

Implementing the program required a coordinated effort between local officials, educational institutions, and the private sector. By inviting companies to fund systems on public infrastructure, Nagpal established a functional arrangement where schools and hospitals gained a reliable water supply, while businesses met their regulatory obligations without needing extra space on their own land. The initiative has also seen support from local residents, who have participated in the effort to manage the region's water resources.

Beyond stabilizing groundwater, the project has led to wider environmental changes. The Nad river, once heavily polluted, is being revived through cleanup operations and the construction of check dams and ponds. These adjustments have improved water quality and coincided with a decrease in waterborne illnesses in nearby villages. Furthermore, the development of artificial ponds known as Amrit Sarovars has supported local ecosystems. Together, these measures have contributed to a healthier environment and improved public health outcomes in the district.

The outlook for water management in Varanasi is changing as groundwater levels continue to recover. The results of the program suggest the model could be used in other districts facing similar challenges. By combining regulatory enforcement with community participation and private investment, Nagpal’s approach offers a potential blueprint for addressing water scarcity across India.
